D.C. USA will be a 540,000 square foot retail and entertainment complex.

In July 2004, DC approved a $42 million subsidy that will help pay for an underground parking lot. "With the financing in place, the long-stalled center could begin construction in six to eight months. " says the Washington Business Journal.

December 2004 update:
According to some notes posted to the Columbia Heights Yahoo Group there are some companies besides Target that have committed to leasing space.

Target will Buy a 180,000 sq ft. 'condo' on second floor.
The remaining space will be leased to stores like:

Washington Sports Club 40,000 sq ft with typical gym amenities plus a pool
& gymnastics space
Bed Bath & Beyond
Modell's
Radio Shack
Local Spa
Local Furniture store
6 food Establishments including
- Starbucks
- Chuck E Cheese

September 2005 Update: According to the September 22nd issue of the Washington Post:

"NCRC to Help Fund Garage at NW Target
The National Capital Revitalization Corp. voted unanimously to help pay for a $47 million parking garage that will support the District's first Target store, which will be built on 14th Street NW in Columbia Heights and is expected to open in 2008. The decision allows the $140 million retail project, called DC USA, to move forward."

Starbucks.
